Carmen is a member of the Rotary Club of the University Area – Houston; Prior District positions include 2 years as District Secretary, 2 years as District Treasurer, 3 years as Youth Exchange Treasurer, 1 year as Assistant Governor. She is a Major Donor and has traveled with Rotary for a National Immunization Day to India and to Nicaragua Children of the Dump Project. She led an Inbound and Outbound Friendship Exchange with Russia in 2015 and 2016 respectively and will serve as Chair of the US Section of the Russia United States Intercountry Committee 2019-2020. Carmen has a 23 year career in construction that has seen her travel to Missouri, Kansas, Oklahoma and Texas. During her construction career, she worked as a Laborer, became a Master Electrician, and later served as a Project Manager on major construction projects including a strategic alliance for telecommunications facilities, a joint venture for a hotel reconstruction, and new construction for hospitals and outpatient surgery centers. In 2014, she was licensed as Certified Public Accountant (CPA) and currently works in private practice. Her accounting firm name is The Cuneo Firm of Public Accountancy. Carmen has two daughters and six grandchildren. She is a member of Holy Rosary Catholic Church in Houston, Texas.
Rebecca Duwas selected by our District to apply to the Rotary Foundation fora$35,000RotaryGlobal Grant scholarship. She wishes to obtain a Master of Science in International Health Policy at University of Cambridge, beginning in September, 2018. Rebecca received a Bachelor of Science from Emory University, Atlanta, Georgia in 2015, and is currently a third year medical student at Baylor College of Medicine in Houston. She has been involved in research for conflict and neglected tropical diseases in Syria and South Sudan; for time driven activity based costing for pancreatic cancer; for re-engineered discharge for colorectal surgery; and for outcomes of transitional care interventions for heart failure patients. In her essay, Rebecca states she is applying to study International Health Policy at Cambridge in order to develop the quantitative skills and conceptual understanding of health policy necessary to build health systems in low income countries with conflict. The majority of diseases in low income countries are preventable or treatable. It is not a question of medical advancement, but rather a challenge of medical access. My experiences at MD Anderson Cancer Center have taught me that an understanding of both economics and health policy are essential to building sustainable financial infrastructure for health systems. Immediately following the Rotary Global Grants scholarship, she plans to complete her last year of medical school. During this year, she will spend one month in Botswana and one month in Angola, working with the Baylor International Pediatric Aids Initiative. In her last year of medical school she will apply for general surgery residencies, with preference for programs with health policy, health economics and research focused curriculums. Following completion of her residency, she will apply for public administration and research fellowships, such as the White House Fellowship or Robert Wood Johnson Health Policy Fellowship. Following fellowship, she plans to work in an academic institution, government organization, or international agency towards building sustainable financial infrastructure for health systems in countries with conflict.
